Spun off #41628 to track Normandy in a different issue. Normandy already has `MOZ_NORMANDY` and seems to be less pervasive on the Firefox code. So, the solution might be a candidate for uplifting. Disabling the whole component makes about:studies disappear. Parent issue for further investigation: #41096
