Tor browser tells me "A local proxy is needed when connecting through a company, school, or university network"

(This is the help text when I click on the blue question mark next to the proxy setting option.)

This statement is generally false -- a proxy is often not needed in those environments.

Should we change "is needed" to "might be needed"?

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
