80.0b2 moat: repeated 'state != eState_Initializing && state != eState_Observing'

While working on #40002 (closed) @brade and I noticed that after using Moat from Tor Launcher's setup wizard to acquire some bridges the browser repeatedly logs the following: [97728, Main Thread] WARNING: 'state != eState_Initializing && state != eState_Observing', file .../tor-browser/dom/events/IMEContentObserver.cpp, line 1529

We experienced this with a debug build on macOS. It may or may not be important, and it could be a transient issue related to the Firefox beta branch.

To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
