Watch all tor events instead of only STATUS_CLIENT

In #40004 (closed) we added a watchEvent on "STATUS_CLIENT", but we really need all of the events (including NOTICE, WARN, and ERR).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
