Maximized windows are very likely not rounded to multiples of 200x100.
Nevertheless, it is probably not uncommen for users to maximize their
windows as they are used to. We should at least warn them until a
proper fix is in place (see #14429 for an idea).

To match Nick's suggested 2 hour circuit dirtiness timeout in #13766.

This will allow us to raise the circuit dirty timeout value for all other
circs.

Showing a notification to the user hinting at our new security slider
to adjust the security settings.

This is the first version of the slider that contains explanatory
strings to make it more clear to the user what is changed and why.

Special thanks to Mike Perry for helping out getting this part of the
UI in good shape.

Defaults to true. When disabled, no attempt is made to test if Tor is enabled.
