If extensions.torbutton.display_circuit = false from the start, then
myController will never be set, so when we call stop() we won't call
syncDisplayWithSelectedTab(false) to hide the circuit display.

Also monitor the following prefs. so that all manual changes cause
the security slider's "custom" checkbox to be toggled:
  mathml.disabled
  network.jar.block-remote-files
  svg.in-content.enabled

The deletion occured in c48bf013

We changed the position of the security levels ("High" is now on top
and "Low" on bottom) but forgot to adapt the logic responsible for
restoring the default one (i.e. "Low").

Maximized windows are very likely not rounded to multiples of 200x100.
Nevertheless, it is probably not uncommen for users to maximize their
windows as they are used to. We should at least warn them until a
proper fix is in place (see #14429 for an idea).

To match Nick's suggested 2 hour circuit dirtiness timeout in #13766.

This will allow us to raise the circuit dirty timeout value for all other
circs.
