This is the first release in the 1.9.4 series. We switched to this new
series to avoid the confusion between maint-1.9.3 and non-maintenance
1.9.3 releases.

We avoid using https://127.0.0.1 as update URL in order to omit scary
Tor warnings (see: #13129).

Version bump, CHANGELOG update and translations update.

This reverts commit e2cce934.

Additionally to getting rid of remaining SageCache parts we bump the
Torbutton version to 1.8.1.1 and adapt the CHANGELOG.

(Or the search engine names, but we'll deal with that later).

I fixed this in transifex too, but don't want to wait for transifex to get
pulled again.
