Generate tor-browser-brand.ftl from brand.properties and brand.dtd

While working on #33892 (closed) I noticed that the tor-browser-brand.ftl strings were outdated, since these are not on Transifex. I thought we could have a small script that generates these files based on brand.properties and brand.dtd, and run it in import-translations.sh.
