Make torbutton_send_ctrl_cmd async

This is the real blocker for running the testsuite for 85 (instead of tor-launcher#40004 (closed)), since tor-launcher is not used in the testsuite.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
