Remove survey banner on TB-stable

Please remove the survey banner for desktop on TB-stable[*] in the next release. We will likely reuse it in the near future, so best keep the code handy :)

[*] I'm waiting on confirmation from the anti-censorship team when they would like the Snowflake banner removed from TB-alpha, so no action required on that front at present.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
