Add banner for VPN survey to about:tor for desktop
We're scheduled to launch our first VPN user survey next week (w/c the 4th), and would like a banner deployed on TB for Desktop (Stable only) to support it please. This banner will be online until the survey expires or is replaced by either TB 11 or the YEC takeover, whichever comes first.
