Generic Package download link

In the README there's a link to the latest package, but it's pointing to a specific number You can [download the latest successfully built package](https://gitlab.torproject.org/tpo/applications/vpn/-/package_files/1206/download) from the [Gitlab package archive](https://gitlab.torproject.org/tpo/applications/vpn/-/packages)

I couldn't find a generic link along the lines of /package_files/latest/download.

Solutions:

• use releases and add a https://gitlab.torproject.org/tpo/applications/vpn/-/releases/permalink/latest link there
• Remove that link.
