Question: how is Tor Browser supposed to interact with Tor VPN?

Currently Tor VPN says that Tor Browser manages its own Tor connect, but in my experience Tor VPN does not punch a hole for Tor Browser to work, rather Tor Browser is covered by Tor VPN so

• normal connections from Tor Browser are blocked by the Tor VPN process, as Tor over Tor is blocked
• you have to use a bridge to connect to via Tor over Tor, which -according to my reading- is discouraged by the Tor Project

The Tor Browser being unable to operate while using Tor VPN is a dealbreaker.

Or is this just an issue with my device, and would you like any information?
