Allow setting exit relay country on a per-app basis

My problem: I want all apps to route via randomly selected exit relays for anonimity, but a select few apps experience breakage, and need to be sent to a exit relays in a specific country.

Today: Tor VPN defaults to selecting exit relays on a per-app basis randomly - like the Tor Browser does.

Tor VPN currently allows routing all apps through a specific country.

Request: I would like the ability to selectively send apps' traffic through a country.
