Handle UX flow of 'Contact Support' when VPN is enabled but unable to bootstrap

Noticed in meeting today we have a way to launch other apps to contact support, but we will need to handle the scenario where:

  • user cannot bootstrap
  • vpn is enabled and preventing new outbound connections
  • user wants to contact support

Currently such actions would probably timeout as no outbound connections would be possible (e.g. to Signal or Telegram).
