Top app bar flashes when navigating away from Connect view

This is hard to describe, but the top app bar on the Connect view flashes in a slightly different position when you navigate to another top level view (like Help or Configure) on my Pixel 4a. It's easier to spot when the bootstrapping bar is also visible.

Steps to reproduce:

1. From the Connect view, tap either Help or Configure in the app navigation bar.

If others cannot reproduce on other devices, I can upload a screen recording to demonstrate.

Result:

• The view transitions correctly, but the top app bar from the Configure view flashes in a slightly different position while doing so.
