Collect open source licenses and copyright info for Tor VPN

We've included a link to an "Open source licenses" page in the designs, with the intent to open a native text view that includes the third party license info for assets and software that are used in Tor VPN.

It may be a good idea to feature our own license(s) at the very top too.
