Allow choosing exit countries to not use

Tor VPN currently provides the option to only use exit relays in a specific country. This can be helpful in the case of censorship/geo-blocking, but I am not sure that this is the right design.

Hypothetical example: the United Kingdom decides to block X.com. People residing in the U.K. turn to Tor to bypass this censorship.

What exit country should the user select?

I think the solution would something that makes Tor VPN use exit relays from anywhere except the U.K.
