Tor VPN stops protecting apps that are installed or updated

Since !237 (merged), Tor VPN stops protecting an app after the app has been updated.

Steps:

• Update an app, such as the Chrome browser
• Observe that Tor VPN indicates that the Chrome browser is not protected
