Top app bars appear grey on Android 13

Since #325 (closed) was merged, top app bars on my Pixel 4a seem to be using a different color scheme than the rest of the app. On my device, these appear to be dark grey rather than the app's default indigo scheme for surface color roles.

This issue is affecting the following screens:

  • Help > View support docs
  • Configure > Apps
  • Configure > Bridges
  • Configure > Tor logs
  • Configure > About Tor VPN (on scroll only)
  • Configure > Privacy Policy
  • Configure > Open source licenses

Is this a device-specific bug, or can others reproduce this issue too?
