Protect all apps toggle unexpected behavior

I turned off the Protect all apps slider, and then set Firefox to be protected, and nothing else. I was able to test that Firefox was going through Tor successfully afterwards, and Duck Duck Go was not. This is as expected.

However, then I decided I wanted to Protect all apps again, and I set the slider to be on. It greyed out the apps, so I couldn't individually modify them, so far, so good. However, when I go to test Duck Duck Go, its not going through Tor still, as if the previous setting was still applied.

It appears to actually protect all apps, I will have to set Protect all apps to off and then manually toggle each app to be on (they are set to default off).
