Similarly to #7, this may be covered sufficiently by the Job Stories, under section "Censorship Circumvention". Would you agree @duncan, or are you aware of further things that need to happen here?

I'm guessing this ticket was intended to be a placeholder for implementation, so when ready I can paste the spec for Connection Assist on the VPN here.

Sounds like a plan. I'll assign it to you for now, so you can remember to do that when its ready, and then when its being implemented, we can take it off your plate.
