Show no-internet state in notifications and quick setting tile

cyberta requested to merge no_internet_state_notification into main

Turn VpnStatusObservable's LiveData to StateFlows so that they can be combined. Use the combined internet connectivity state and tor connection state to show in the notifications and the the quick settings tiles missing internet connectivity
