We need to differentiate Access Keys, that are a way to navigate menus, from keyboard shortcuts.
One difference: Shortcuts are the same for all locales, Access Keys depend on the locale.

To save space, and because I can see this information in weblate if I need it, I was squashing translators contributions in weblate all together in one commit. But if a translator would want to remove its contributions, it will be a very difficult thing to do.
