move translation repo to gitlab definitely

we need to move the two repos from gitolite to gitlab: https://gitweb.torproject.org/translation.git/ and https://gitweb.torproject.org/translation-tools.git

• transifex is looking for components on the repo, we need to check it is looking at them in gitlab and not in git.tpo
• the crontab in majus needs to push to gitlab instead of git.tpo
• tpa needs to do their mojo as well
