Create alias for an administrative torproject account in weblate

To be more aware of issues on weblate, we could have an account created to an alias, with the Localization coordinator as one of its members but also other members (project managers, accounting...)

We should

• Decide the list of mails
• set alias up
• create weblate account and add privileges
