Trigger an alert when there are translations ready to be released

We can check once a week if there are translations ready to be added to any of our websites/products.

We need to connect to the API and ask the status of languages not on the 'released' section of the configs

From this languages, check if they are complete, and if they have no failing checks.

If they are ready, we can add an alert like the ones for outdated translations that arrive here
