Make distinction between policies voted on by the community and other documents clearer

Right now policies voted on by the community are sitting happily next to other documents like the dir-auth expectations or bad-relays work status quo (both in the dir-auth folder). However, that blurs the status of the latter because one might assume that the community voted on those as well (which it did not).

We should either separate the not-voted on policies/documents from the voted on ones into a different repository ore make the distinction way more obvious via other means.

This point got brought up by dir-auth folks while working on the bad-relay-status-quo document.
