It looks good to me, nice work. One question I had while reading "In the current MVP, we have devised leaderboards for relay operators and ISPs." and after looking at #38 (closed) and #39 (closed): where is the ISP part? So far all I read about was related to relay operators.
Do we have a link to the mockups you talk about in the report? That's the Relay Portal and how it features the gamification parts you mention? Right now I got the feeling you wanted to point to something without actually doing so?
What is the relationship between the relay health bars on the relay portal and what we currently have on relay-search? I think it is not correct that relay-search is providing only a "neutral" look at relays as it warns if relays are overloaded or run unsupported Tor versions, which are clear indicators that there is something "wrong" with them. So, maybe fix that up in the report and elaborate a bit more what the future is supposed to look like here? Are the health bars meant as a replacement for any issue we see now on relay-search? Or is there some duplication planned or...?

With the Relays Portal MVP we hope to add another tier, a visual, deliberately positive tier, that tells relay operators their relay is positively impacting the Tor network. Visible and deliberate positive feedback is found to make any system more engaging, and is the core of gamification principles. This design decision will not impact how the Metrics portal itself is set up. Tor Metrics portal has its own unique function and is sufficient and elegant within the bounds designed for it."
Also: nothing will change on Metrics. The Relay health bar will be on the Relays Portal itself, and constitute of some "checkpoints" that relays should hit when being set up. A visual "push" to get some things done.
Moreover everything on the Relays Portal, including its name, is up for change/debate/revision/cancellation at any time.

@miko: I am not sure whether the above got already answered: If the answer is "it's in the MVP document only so far" that's fine for me. But the ISP part seemed to be missing in #38 (closed) or #39 (closed) (or similar tickets)
