DA control

I have done a lot of testing in the Testing Tor Network and have noticed some odd behavior.

My theory for the volatility is that the DA's bandwidth consensus algorithm is being run in between testing which is causing the lower bandwidth relay to be chosen and be a bottleneck. When removing the instances where the smaller bandwidth was chosen in consensus it looks like the graph that we are looking for, where there is is consistent climb until bandwidth is maxed.

I was wondering if there was a way to control the DA's consensus or keep a consistent relay order.
