Warnings on Logs

We have been noticing these type of warnings in some of the logs in the Testing Network and was wondering what they mean, and what we can do to stop them. We are trying to avoid unnecessary circuit connections and the logs are saying they are failing a majority of the time. Could it be a consequence of running 30 clients concurrently?
