Soft launch of the forum (discourse).

• write down plan on getting to a launch of the forum

For Community and UX teams

• Write the forum moderation policy
• Draft the forum structure. For example: categories, mailing lists (read only), blog comments, user support, localization, etc
• Include Discourse logo on the site footer, like we have for GitHub and other channels #33
• Add to Support portal the new forum link and other references
• Recruit Community moderators
• Forum Mods training
• Coordinate with Comms team: blog post and social media announcement (team#49 (closed))
