[Forum] Create, Update, Remove - tags gardening

This is an open ticket for reviewing the Forum tags.

New: Snowflake tag - https://forum.torproject.net/tag/snowflake

Note to forum moderators: It's important to check the tags on the posts periodically and during post approval (as we do to check whether the post is in the right category / proper title) to ensure that the tags are indeed helpful to keep track of the particular topic.

@championquizzer If you have a message for forum moderators it will be better to send a mail to tor-internal or tor-project. They will not read this gitlab issue.

Yep! Good idea, @gaba. I am still collecting my thoughts about using tags in this ticket and to see how it goes. For example, we are extensively using the snowflake tag, research tag (for active surveys), and very recently the education tag. I will make sure we communicate this with everyone via the mailing list!
