Create a RT template for Chinese users

As TB 11.5 features Connection Assist, we should update the private bridges template on RT:

• Add question about their Tor Browser and OS version
• Ask why they aren't using Connection Assist

When the tasks above are ready:

• Localize the template in ZH-CN (@emmapeel)
