Post a warning on the forum about the upcoming Win & macOS EOLs

Tor Browser 14.0 (2024-Q4), based on Firefox ESR 128, will drop support for Windows 7, 8, & 8.1, and macOS 10.12, 10.13 & 10.14.

We should announce it on the Tor forum and Tor social channels.
