Add support for ephemeral (non-persistent) onion services

C tor has a facility for onion services that are not persistent to disk. We may want to provide this in arti as well.

We don't need to implement this for %Arti: Onion service support, but we should make sure that our design is not precluding it. (Do we need to change the signature of launch_onion_service?)
