Clean up ErrorKinds in tor-hsservice

We've got a few errors in the tor-hsservice crate whose ErrorKinds are marked as incorrect. (Search for TODO (#1225).)

While we're fixing those, we should also have a look at our other ErrorKinds in this crate, to make sure they seem sensible.
