Improve windows fslock-guard behavior, or caveat it heavily.

We should replace the current creation_time check with something closer to the sensible ino and rdev checks.

Alternatively, if we don't do that, we should add a give caveat saying "don't use this on windows", and a corresponding warning in arti's readme.
