In tor-ptmgr, make managed pts optional

With !2043 (merged), tor-ptmgr will have support for unmanaged pts. But the current design means that anyone who only wants unmanaged pts will still have to carry the code for managed pts.

We might want to adjust tor-ptmgr so that managed pluggable transports, and the ipc protocol, are all behind a feature flag.
