Clean more thoroughly on builders.

TPA says our jobs are the things eating all the disk: tpo/tpa/team#41601 (closed)

To solve this we need to clean up the relevant parts of the target directories when done. The easiest option is cargo clean; the next-easiest is removing target/*/{deps,incremental}.

Time to experiment!
