RPC: Rename "isolated_client", document verb convention.

All our existing and proposed RPC methods, other than isolated_client, start with a verb.

I propose that we rename isolated_client to new_isolated_client, and document this convention.

Edit: for the purposes of this convention, "new" is a verb.
