RPC connect poitns: Format/encoding/terminology cleanups

To be done after !2563 (merged) is merged:

• Use the term "connect point" for what we now mean by "connect string". A file holding a connect point is a "connect file".
• Convert the format for a "connect point" to TOML.
• Specify that a connect file can hold multiple connect points, using JSON's [[brackets]] format.
