Provide a similar feature like `Socks5Proxy` in Arti

Currently I don't see a way to config Arti to connect to the Internet via external SOCKS5 proxy. Yes, I aware that Bridges exists, but I believe that's what I want. (I wonder if Arti respect ALL_PROXY environment variable)
