hs: Prevent a client to use a `MiddleOnly` relay for RP and service to use one for IP

This comes from the work in https://gitlab.torproject.org/tpo/core/tor/-/issues/41023

C-tor does that now in 0.4.8.16. Need arti to also behave like this.
