tor-consdiff: check d_pre before applying diff.

The d_pre field in DiffResult is meant to tell tor-consdiff what the digest is expected to be for the consensus before the diff is applied. But right now, nothing checks it.

(When we fix this, we should make sure not to break fuzzing.)
