Make ntor vs ntorv3 choice inside tor-proto

At present, the choice of whether to use ntor or ntorv3 is made by the caller of tor-proto. But IMO this is probably not the best way to do it: it would be cleaner if tor-proto made the decision based on the target's supported protocols, and/or the configured features in the CircParameters.
