[How to start] Cannot fork the Arti rerpo

Context

I had recently got an access to Tor GitLab and want to join Arti project as contributor.

However, I cannot set up the project itself.

Problem

I followed CONTRIBUTING.md and it says to fork Arti project somehow:

• When I tried to do this via GitLab UI I got an error: "Limit reached You've reached your limit of 5 projects created. Contact your GitLab administrator.". But I definitely have 0 projects here.
• To create empty project, then clone Arti locally and push it into new remote repo also is not working for me (I cannot create a new project, I cannot not push if the project is not created)

Please, advise me. I cloud change CONTRIBUTING.md if it is outdated
