Remove legacy authority syntax in configuration

In !3244 (merged) we introduced a new syntax for specifying authorities in the proprosal 330 flavor. Because this affects arti (the crate), we also added a backwards compatibility to still support the old syntax. This compatibility wrapper shall be removed in a hypothetical arti 2.0.0 release.
