Remove bounded-vec-deque

tor-circmgr makes use of the bounded-vec-deque crate. The crate is abandoned and its GitLab repo is not even available anymore.

@micah mentioned this in onionmasq!511 and the fact that he has to apply a manual patch in his own ~/.cargo directory which is rather sub-optimal
