Make DNS fields in arti-client/src/client.rs configurable

This TODO comment in arti-client/src/client.rs:

// TODO: make this configurable.

Is in these functions:

• connect()

• resolve()

• resolve_ptr()

These will make the DNS fields configurable.

Also, could an administrator assign this ticket to me? I cannot assign myself tickets I created in arti (unlike tor).
